Student visa concern resolved over a change of study plan

[Applicant A] applied for a full-fee Student Visa to continue his studies. Immigration New Zealand raised a concern because he had earlier said he would move on to tertiary study once he reached the required English level, and had not done so. It treated that as relevant to whether he was a genuine student. He was living in Palmerston North and had bank evidence of his funds.
